This is: a hanger.
It never did anything but have clothes of various sorts hang on it, save the time just before it was thrown out that it was used as a particularly ineffective version of a bow by a young child. It was then taken by a garbage worker to a nearby plant, where it was recycled into a very small bit of a very large block of metal. The metal was bought by a radical splinter group, and fashoned into the casing of a rudimentary atomic bomb. Before they could obtain any amount of plutonium, the group's headquarters were raided. After its use as evidence in the trial, it was sold to a scrapyard, melted down, and turned into coat hangers. By that time though, people didn't need hangers - except to use as rudimentary bows.
